On August 23, 1990, the Supreme Council of the Armenian SSR adopted the Declaration of Independence, marking the beginning of the process of establishing the independent statehood of Armenia. Before the adoption of the new constitution, the declaration served as a programmatic document. The provisions of the preamble of the Constitution of the Republic of Armenia and the requirements for the declaration of independence of the Republic of Armenia are imperative.

On the 30th anniversary of the Declaration of Independence in 2021, the National Library organized a meeting with politician and statesman Aram Manukyan, who read the Declaration of Independence on this day in 1990.
