From December 4 to 6, 2024, Anna Chulyan, Director of the National Library of Armenia, took part in the jubilee conference dedicated to the 55th anniversary of the Russian State Children’s Library in Moscow. Within the framework of the event, the 29th regular General Assembly of the Conference of Eurasian Library Associations (CENL) was also held under the chairmanship of Anna Chulyan.
The assembly discussed the 2025 programs, in particular the organization of professional training for librarians in CIS countries. Considering that 30–40% of the circulation in public libraries of CIS member states is children’s literature, it was decided that the CENL sessions will henceforth include separate meetings dedicated to “Children’s and Youth Libraries.”
Libraries in the member countries of the conference will conduct needs analysis and assessments regarding reading standards and criteria. Concepts for the quality and development standards and criteria of reading will be developed based on international standards.
A separate discussion was held on library services for people with special needs—such as the blind, visually impaired, and those with dyslexia or dysgraphia—focusing on developing publishing models for literature produced for them. During the session, special emphasis was placed on the importance of ratifying the Marrakesh Treaty in CIS member countries, which Armenia ratified back in September 2023.
At the 2nd International Forum on Children’s and Youth Literature, attended by heads of national libraries, specialists from governmental and public organizations, as well as writers, translators, book designers, and illustrators from CIS countries, Anna Chulyan presented a report titled “Volunteer Policy in the Republic of Armenia: The Experience of the National Library.”
